Central Texas Faces Rising Flood Risks as Rainfall Intensifies and Communities Rally for Safety

It’s a problem that’s becoming all too familiar for Central Texas: torrential rain, flash flood emergencies, and heartbreaking loss. As of Friday, local officials in Kerr County are working tirelessly to identify victims at a temporary morgue, after multiple fatalities were reported in the wake of catastrophic flooding. Kerr County Judge Rob Kelly shared that while the exact number of casualties remains unconfirmed, the community’s focus is on supporting families and confirming identities during this difficult time.

The numbers behind this week’s storm are staggering. From San Angelo to Kerrville, widespread rainfall totals of 4 to 6 inches have been recorded, with some areas topping 10 inches overnight. The National Weather Service responded by issuing multiple flash flood emergencies—the highest alert level for flooding—underscoring just how quickly conditions turned dangerous. And the threat isn’t over yet. Slow-moving storms are expected to linger, keeping the risk of additional heavy rain and flash flooding high through the afternoon.

For residents and emergency preparedness enthusiasts, understanding the warning system is crucial. The flash flood emergency, the most severe flood alert, is only issued when life-threatening flooding is imminent or ongoing, often due to rapid rainfall that overwhelms local waterways and infrastructure. This alert is a clear signal to take immediate action—move to higher ground, avoid flooded roads, and stay tuned to local updates.

But there’s a bigger story unfolding behind these numbers. Climate change is amplifying the intensity and frequency of extreme rainfall events across Texas. According to a recent analysis by Climate Central, Austin has seen a 19% increase in rainfall intensity since 1970, outpacing the national average. This means storms are dropping more water in less time, overwhelming drainage systems and increasing the risk of flash floods. The National Weather Service notes that from 1996 to 2020, floods have caused nearly $160 billion in damages and around 2,000 fatalities nationwide—a sobering reminder of the stakes involved.

The science is clear: as temperatures rise, the atmosphere holds more moisture, setting the stage for heavier downpours. Dr. John Nielsen-Gammon, Texas State Climatologist, explains, “The amount of rain to be expected on the wettest day of the century has increased by almost 20% from 1980 to 2020.” His team’s research found that storms that used to occur once in a century are now likely to happen more than twice in that time frame.

This spring, Texas has been a dramatic example of weather extremes. While Central and East Texas are grappling with saturated ground and overflowing reservoirs, the western part of the state is facing persistent drought and water shortages. As Kait Parker, meteorologist and environmental disaster reporter, puts it in her coverage for Yale Climate Connections, “Climate change means increasing extremes in drought and rainfall. And right now, Texas is showing the consequences of both.”

With May typically being the wettest month in Central Texas, communities are learning to adapt.
